NY HIE Privacy Issues Under Review

A new committee will update and create policy measures designed to protect personal health information that's shared using a dozen health information exchanges in New York that are being linked in a statewide exchange.

The New York State Department of Health and the New York eHealth Collaborative formed the Statewide Health Information Network of New York Policy Committee. "Now that regional data is being tied together to provide for statewide exchange of healthcare data, the new committee will review and modify existing policy and potentially explore the creation of new policy as needed to meet the needs of interoperability while protecting patient information," according to a statement from the organizers. "New policy and policy amendments will be in alignment with federal requirements."

Federal regulators recently issued new privacy and security guidance for federally funded HIEs (see: HIEs Get Privacy, Security Guidance.).

Meanwhile, the New York Civil Liberties Union recently published a report listing its privacy and security recommendations for HIEs in the state (see: HIEs: Protecting Civil Liberties).
